 Usage:  [r] = tmxout_all(sys)
 Description: Internal routine only. Not for general use.
      tmxout_all will return a name list of all system outputs.
 Input Parameters:
   sys: sys can be either the system name or system handle.
 Returns:
   r: a data structure contains a name list of all system outputs.
